The Sixth International Conference on Information Technology, CIT 2003, was held in Bhubaneswar, India, during December 22-25, 2003. The conference was organised by Silicon Institute of Technology & Orissa Information Technology Society, Bhubaneswar.
The goal of the CIT is to provide a high quality forum for scientists and engineers to present their latest research findings on all topics in the area of information technology. The conference attracted reputable researchers from around the world.

D Inauguration: The official inauguration of CIT-2003 took place at the Campus of Silicon Institute of Technology, Bhubaneswar at 4.30 PM on 21st December 2003. Ms Anuradha Pani and Ms Rumhina Ali students of Silicon Institute of Technology requested and welcomed all the distinguished guests to the dais.
Mr N. R Mohanty, Chaiman, Hindustan Aeronautics Limited, Bangalore, was the Chief Guest, Prof. (Dr.) Damodar Acharya, Vice Chancellor, Biju Patnaik University of Technology was Guest of Honor and Mr. Vinay Deshpande, Chairman, Encore Software Pvt. Ltd, Bangalore was the Chief Speaker of the inaugural ceremony.
The inauguration programme was presided by Prof. (Dr.) P. K. Dash, Director (Academics & Research), Silicon Institute of Technology, Bhubaneswar. On behalf of the Management, Faculty Members and Students of Silicon he welcomed all the Guests and delegates to the Silicon Campus and CIT 2003.
On behalf of the organisers Prof Dash requested all the distinguished guests to light the lamp and mark CIT 2003 open. The proceedings of Sixth International Conference on Information Technology and the first OITS bulletin was also inaugurated by the Guests.
The Program Chair Dr. Sudeshna Sarkar, Asst. Prof., IIT, Kharagpur of CIT2003 Organising Committee welcomed all the delegates and gave a brief history of CIT. She gave an overview of CIT 2003. She also pointed out that there were around 280 qualitative submissions and out of which 45 papers were selected as Full Papers and 43 were selected as Short papers.
Mr N. R Mohanty the Chief Guest, was also happy to share the dais with his two teachers, Prof. S. P Mishra and Prof. (Dr.) P. K. Dash. He appreciated Silicon’s effort to organize such an event. He thanked the Organizing Chair Mr. Laxman Mohanty, who according to him, located him and convinced him to attend the function. He said, “I.T is happening again. 8 lakh new jobs, 16% pay hike. I came to this conference to convey a message to the I.T professionals that in India we adore you and we respect you and we are proud of you”. “Our country is moving and things are happening ”.
The Finance Chair CIT 2003 and the Executive Director of Silicon Institute of Technology Mr. Nitai Gaur Dhall presented mementos to the guests.
Prof. S. P Mishra the President of Orissa Information Technology Society of Orissa delivered the vote of thanks.
The inaugural program was concluded with a Violin recital by Mr Deepak Singh Mahanta, a student of Silicon, followed by high tea.

D Dr. A. K Pujari Symposium on I.T & Education: The proposed Dr Amiya K Pujari Symposium on IT & Education aimed to bring in academicians, administrators and professionals working in the arena of IT & education to a common platform for deliberation on the current status of:
iii To bring together on one platform various new technologies being developed in the country for promoting use of IT in education.
iii Showcase research being done in deployment of IT in education.
iii Discuss strategy to hasten IT deployment in institutions.
The symposium was inaugurated by Prof. S. P Mishra, President, OITS. He gave a foreword on late Dr. A. K Pujari, and requested everyone to observe one-minute silence to pay homage to the departed soul. Dr Pujari was one of the IT stalwarts of Orissa. He was closely involved in IT education and IT in governance. As a tribute to him the Symposium on IT & EDUCATION was being conducted along with CIT 2003. While welcoming the delegates Prof Mishra said, “It is not what we say and do during the Symposium that matters but it is what all of us do after the Symposium will matter”.
Prof. Neharika Vohra from Indian Institute of Management, Ahmedabad, chaired the session. There were seven invited speakers who spoke wonderfully well on various topics related to Information Technology. The speakers and their topics were as follows:

125 delegates from 30 over Institutes and organizations from various countries as far as Australia, China, USA, Malaysia had attended the Symposium.
Prof S. P. Mishra, Prsident OITS, Mr Nitai Gaur Dhall, Executive Director, Silicon Institute of Technology and Mr Laxman Mohanty, Director , Silicon School of Information Technology gave away the mementos to the Speakers. Prof Neharika Vohra thanked all the Delegates, Speakers and the organizers for making the Symposium a grand success.

D Conference: The conference was from 22nd – 24th December’ 03 at Swosti Plaza,Bhubaneswar. Apart from twenty technical sessions, there were three Keynote talks, eight Invited talks and three Advanced Tutorials by eminent professors. Around 230 delegates from 12 countries including India had registered for the conference. 122 had presented their papers during the conference.
Technical Sessions on Networking, Software Engineering, Object Oriented Systems, NLP, Image Processing, Ontology, Mobile networks, Artificial Intelligence, Neural Networks, Hardware, DSP, I.T & Society, Data Mining, Database, Genetic Algorithms, Bioinformatics etc were presented from 22nd to 24th December 2003.
Delegate Kit: The delegates to the conference were given a delegate Kit that included the proceedings, a CD version of the proceedings, stationery etc. Delegates who presented papers were given a paper presentation certificate and to the rest delegates, a delegation certificate.

Delegates and senior faculty members from various Institutes attended these advanced tutorials.
D Cultural Programme: A colorful program of “Goti pua” dance was organized on 22nd evening, which enthralled all the delegates, followed by dinner.

Industry Session:
The theme of the Industry session was “ India Sustaining Leadership Position in Global I.T. Market”.
Prof. D. P. Dash, Xavier Institute of Management, Bhubaneswar chaired the session. The presenters were Mr. Sudip Banerjee, President, Wipro Technologies, Bangalore, Mr. R Narayanan, VP (Learning & Development), TCS, Mr. Supraphat Chatterjee, Executive, Cisco, Mr. Bibhu Patnaik, Associate VP, Infosys Technologies Ltd.,Bhubaneswar, Mr. Pradeep Waychal, CQ & D Innovation, PCS and Mr. Devesh Sinha, President, ESS, Bhubaneswar.
An hour-long question-answer session took place. Delegates from various industries, institutes participated in this session. The Principal of CV Raman College of Engineering gave away the mementos to Speakers, and the Director thanked the participants, Speakers and the organizers.
The Industry session was sponsored by C. V. Raman College of Engineering, Bhubaneswar and organized by CIT 2003.
D Sight Seeing: A large number of delegates went for visiting the famous Konark Temple and surrounding places. The conferece provided free transport. The sight seeing started at 2 pm on 23 December from the conference venue. They visited Sun Temple at Konark, Sea beach at Chandrbhaga, The Jagannath Temple of Puri and Applique work at Pipli and back to Bhbaneswar.
Awards & Valedictory: In CIT 2003, there were two awards for best papers.
iii Prof Amiya K Pujari award for best paper: It was from all the papers submitted in the Conference. The winners in this category was Joydeep Ghosh of University of Texas, Austin, USA for the paper titled “ A Probablistic Approach to Privacy-Sensitive Distributed Data Mining” done in collaboration with Srujana Merugu.
iii Prof Narayan Misra IT award for the best paper: It was the best paper award submitted from Orissa. The winners in this category was Debi Prasad Das, of Silicon Institute of Technology, Bhubaneswar, India for the paper titled “Electricity Distribution Data Mining Using Soft Computing and Modified Wavelet Transform” done in collaboration with P K Dash.
The Programme Chairs Goutam Chakraborty, Iwate-Prefectural University, Japan and Sudeshna Sarkar, IIT, Kharagpur announced the awards, and S P Misra, President,, OITS presided over the function.
D Poster Session: Around 50 poster papers were also selected in this section. The poster session was running parallel on 22nd and 24th December’03.

Tutorials: For the first time the tutorials were organized centrally and for the whole day of 6 hours. All the participants were given a kit including CD of the Reference material for all the tutorials. Almost 240 under graduate and post graduate students from various Institutes across the country had attended this program.
